OpenGL ES 3.0 Integrated
Game developers can now take advantage of OpenGL ES 3.0 and EGL extensions as standard features of Android 4.3, with access from either framework or native APIs. Game lovers will be happy with this move because they will be getting better 3D gaming apps with more details and better images.
Other features
Android 4.3 also got an improved multitasking ability, support for new languages, simplified setup, a Disabled Apps tab and lower latency input for game-pad buttons and joysticks.
